National Education Policy (NEP) 2020: Key Highlights & Complete Summary

The National Education Policy (NEP) 2020 is a transformative framework approved by the Union Cabinet of India. It aims to overhaul the country's education system from the school level to higher education. Below is a comprehensive summary of the major reforms and highlights contained in the official document.The NEP 2020 has been formulated with a focus on achieving the global education development agenda reflected in the Goal 4 (SDG4) of the 2030 Agenda for Sustainable Development, adopted by India in 2015, which seeks to “ensure inclusive and equitable quality education and promote lifelong learning opportunities for all” by 2030.


1. Transformation of School Education

The policy replaces the traditional 10+2 structure with a new 5+3+3+4 curricular structure corresponding to ages 3-18.

  • Foundational Stage (5 Years): Ages 3-8. Includes 3 years of Anganwadi/Pre-school and 2 years of Primary School (Grades 1-2). Focus on play-based learning.
  • Preparatory Stage (3 Years): Ages 8-11 (Grades 3-5). Focus on play, discovery, and activity-based and interactive classroom learning.
  • Middle Stage (3 Years): Ages 11-14 (Grades 6-8). Introduction of experiential learning in sciences, mathematics, arts, social sciences, and humanities.
  • Secondary Stage (4 Years): Ages 14-18 (Grades 9-12). Multidisciplinary study, greater critical thinking, flexibility, and student choice of subjects.

2. Important Shifts in Pedagogy

  • Language Policy: The mother tongue/local language/regional language is to be the medium of instruction at least until Grade 5, but preferably till Grade 8 and beyond.
  • Assessment Reforms: Shift from rote learning to competency-based assessment. Introduction of a 360-degree Holistic Progress Card tracking student progress.
  • Board Exams: Board exams for Grades 10 and 12 will be made "easier" to test core competencies rather than memorization.

3. Higher Education Reforms

The NEP 2020 aims to increase the Gross Enrolment Ratio (GER) in higher education, including vocational education, from 26.3% (2018) to 50% by 2035.

  • Holistic Undergraduate Education: The undergraduate degree will be of either 3 or 4-year duration with multiple exit options:
    • Certificate after completing 1 year.
    • Advanced Diploma after 2 years.
    • Bachelor’s Degree after 3 years.
    • Bachelor’s with Research after 4 years.
  • Academic Bank of Credit (ABC): To digitally store academic credits earned from different HEIs so that these can be transferred and counted towards final degree.
  • Single Regulator: The Higher Education Commission of India (HECI) will be set up as a single overarching umbrella body for entire higher education, excluding medical and legal education.

4. Teacher Education & Technology

  • B.Ed. Framework: By 2030, the minimum degree qualification for teaching will be a 4-year integrated B.Ed. degree.
  • NETF: An autonomous body, the National Educational Technology Forum (NETF), will be created to provide a platform for the free exchange of ideas on the use of technology to enhance learning, assessment, planning, and administration.
